 The format survived, although the bad guy and the conspiracy changed. I've often thought while watching early seasons of both "Smallville" and "Supernatural" that both shows owed quite a debt to the X-Files's combination of weekly monsters and season-long mythology.

When it comes down to it, The X-Files conveyed at least some kind of optimism with regard to the possibility of resisting a shadowy and oppressive government. Mulder is the kind of underdog hero standing up to an almost all-powerful opponent that we all wished we could be (at least I did).

When you look at the landscape of sci-fi television today, it looks like everyone has already resigned to the fact that we can't do anything to stop the governments from destroying the world in their quest for power. All the programs dealing with a post-apocalyptic existence assume that we (the "regular" people) won't actually get to be the agents of our own fate until the structure that we know has been annihilated by forces beyond our control. We've accepted that we can't do anything to prevent the end of the world, and that's just kind of sad.

Maybe it also explains the popularity of the superhero films.  There's a reverence for strongmen with access to superscience, superhuman or even supernatural strength, who act outside of the system with little or no accountability.  People want to be comforted and protected by their heroes, instead of liberated.

Which has some worrisome implications as well.  Totalitarian regimes of the last century employed stylized imagery of the "superman," or the "new Soviet man," etc.

Comics have been dealing with the issue of the threat of superhero totalitarianism for a while. If you haven't already checked it out, you should read Mark Gruenwald's Squadron Supreme miniseries.

It's also a focus in Kingdom Come. I guess it's also covered a bit in the "For Tomorrow" arc in Superman, but the general sense I get is that folks aren't too keen on that one. I guess they're keener on it than Superman IV (both do the take-the-weapons-away-from-the-humans thing), but that's hardly a recommendation.
