Why do all of these Marvel films have awful, non-descript villains?

Loki has grown on me mainly because the others are oh so forgettable.

McKellan was pretty good as Magneto, I guess, but that was like a whole decade ago. These new villains suck.

I didn't realize this but the actor playing the nemisis in this movie is the same one who played Bucky in the first movie, so it looks like they're going to follow the comics. I am interested.
