Since it was on PVCBlue, a site dedicated to PVC Smurf figures, I'm guessing it's more likely the image was in a toy magazine. I'm pretty sure the image is peddling new PVC figure tie-ins to the movie, and I am pretty sure the figure we see is either an example of one, or an example of how one might look.

Smurf sighted

The first image of what we can expect the CG created Smurfs to look like in their feature film has been sighted. The image you see to your right originally came from a site called PVCBlue which is all about all things Smurfy. The image appears to be an ad alerting those in the film industry about the film's existence.
Coming Soon did some digging and authenticated the image as being legit. Apparently it first appeared "in a magazine recently." No, what magazine the image appeared in wasn't mentioned but if I had to take a guess I bet it was one having to do with computer graphics.
I'm not sure that's an image of a CG render of a smurf for the movie. If it is, it's not finished. It seems more likely to me that it is a filler image to build interest, for the toys and for the movie itself. The Smurf as represented would only pass muster in an all-CG movie. This one's supposed to be a live action/CG mix, right (like Alvin and the Chipmunks or Scooby Doo)?
If you've ever lived on mainland Europe, you'll know that PVC Smurf collecting is big business.
I guess what's really important here is that, regardless of whether or not this is how a finalized smurf will look in the movie, the design is true to the classic Smurf design.
Meh. I was hoping for a darker reimagining, with Edward James Olmos as a scowling, weary Papa Smurf, Katie Sackhoff as a cigar-smoking, bed-hopping Smurfette and Tricia Helfer as a sexier Gargamel.
